That's a really imposing building. I make it 39 storeys. I tried to find it on Streetview but couldn't -- do you have any more info about the location or the name of the block?

A correction to my previous post, this is south of where the Manhattan Bridge exit connects with Bowery and Canal Street, it is north of the actual bridge.
